Chinese autonomous driving startup Pony.ai is accelerating its global expansion, announcing a major partnership to bring its robotaxi technology to European roads. In collaboration with Estonian mobility platform Bolt and multinational automaker Stellantis, Pony.ai will launch its first autonomous vehicle test program in Luxembourg, marking a significant milestone for China’s autonomous driving sector.
The initiative, reported by Reuters, is designed to achieve operational readiness for driverless operations by the end of the pilot program. It represents a strategic convergence of European automotive manufacturing, regional ride-hailing networks, and advanced Chinese autonomous driving software.
Pony.ai’s Global Ambitions
Founded in 2016 and headquartered in Guangzhou, Pony.ai has spent a decade building one of the most comprehensive autonomous driving technology stacks in the world. It became a publicly traded company through a US listing, giving it access to international capital markets to fund its global expansion. EastFrontier reported that Pony.ai’s robotaxi paid orders surged 544% Year-on-Year during China’s Labor Day holiday this year, and the company’s revenues surged 145% during the first quarter. The company holds robotaxi licenses in multiple Chinese cities, including Beijing, Shanghai, Guangzhou, and Shenzhen, and has accumulated millions of miles of real-world autonomous driving data.
Pony.ai’s approach to international expansion is methodical. Rather than attempting to enter every market simultaneously, the company has pursued a strategy of establishing anchor partnerships with local operators who understand the regulatory and cultural nuances of their respective markets. The Zagreb pilot with Uber and Verne, and now the Luxembourg initiative with Bolt and Stellantis, exemplify this partnership-first approach.
A Trilateral European Push
The Luxembourg pilot program leverages the distinct strengths of its three partners. Stellantis, the automotive conglomerate behind brands like Peugeot, Fiat, and Chrysler, will provide a mid-size van based on its “L4-Ready” platform. This vehicle is specifically engineered to integrate seamlessly with Level 4 autonomous driving systems.
Pony.ai will supply the autonomous-driving software and hardware stack, drawing on years of operational experience from extensive testing in China and the United States. Bolt, which operates a massive ride-hailing network across Europe and Africa, will manage the fleet operations and user interface, eventually integrating the autonomous vehicles into its consumer app.
This partnership is not Pony.ai’s first foray into Europe. The company has already launched a smaller trial in Zagreb, Croatia, deploying approximately 10 autonomous taxis in collaboration with Uber and the Croatian startup Verne. However, the Luxembourg initiative with Stellantis and Bolt represents a more formalized and scalable approach to the European market.
The European Regulatory Tailwind
The timing of the Luxembourg pilot aligns with a broader European Union regulatory push to accelerate the adoption of autonomous vehicles. On June 8, 2026, transport ministers from 17 EU member states signed a joint declaration of intent to facilitate large-scale, cross-border autonomous vehicle tests under the European Automotive Action Plan.
This coordinated regulatory framework is crucial for companies like Pony.ai, as it promises to reduce the bureaucratic friction of operating across different national jurisdictions. “London is ready, Madrid too,” noted autonomous mobility expert HervĂ© de TrĂ©glodĂ© in an interview with Euronews. “We may see commercial service by 2027.”

Pony.ai’s European expansion is part of a broader global race to commercialize robotaxi services. The company currently operates a fleet of approximately 1,700 vehicles globally and is targeting an expansion to 3,500 vehicles by the end of 2026.
It faces stiff competition from both domestic and international rivals. Fellow Chinese operator WeRide manages a fleet of roughly 1,000 vehicles and is conducting trials with Uber in Madrid. Baidu’s Apollo Go remains the dominant player in China, operating about 3,000 vehicles across 27 Chinese cities and Dubai, with plans for trials in Switzerland and London. In the United States, Alphabet’s Waymo operates a comparable fleet of roughly 3,000 driverless taxis across a dozen cities.
According to projections by the Boston Consulting Group (BCG), the global robotaxi fleet is expected to reach approximately 3 million vehicles by 2035. China is projected to lead this deployment with 850,000 vehicles, followed by the US with 350,000, and Europe with 120,000.
For Pony.ai, establishing a strong foothold in Europe is a critical step in validating its technology on a global scale. By partnering with established European players such as Bolt and Stellantis, the Chinese startup is navigating the complex regulatory and operational landscape of the EU, positioning itself as a key infrastructure provider for the future of European mobility.
The Technology Behind the Wheel
Pony.ai’s autonomous driving system, known as PonyAlpha X, represents the culmination of years of research and development. The system integrates a suite of sensors including LiDAR, cameras, and radar, fused with a proprietary AI perception and planning stack.
