The technology conflict between the United States and China escalated further on April 2, 2026, with the introduction of the Multilateral Alignment of Technology Controls on Hardware (MATCH) Act. This bipartisan legislation, spearheaded by Representative Michael Baumgartner (R-Wash.) in the House and supported by Senators Pete Ricketts (R-Neb.) and Andy Kim (D-N.J.) in the Senate, represents a significant tightening of the net around China’s semiconductor manufacturing capabilities.
The MATCH Act is designed to address what its sponsors view as critical gaps in the current export control regime. While previous restrictions focused heavily on the export of advanced AI chips themselves, such as those produced by Nvidia and AMD, the new bill targets the foundational equipment required to manufacture those chips domestically. Specifically, the legislation prohibits the sale of essential semiconductor manufacturing equipment (SME), including deep ultraviolet (DUV) lithography systems and specialized cryogenic etch tools, to countries of concern.
“China has made it abundantly clear that it intends to dominate the technologies that underpin both our economy and our national defense,” Representative Baumgartner stated upon introducing the bill. “The United States cannot afford to leave open back doors that allow the Chinese Communist Party to acquire the tools it needs to leap ahead in semiconductor manufacturing.”
The legislation explicitly tightens restrictions on several key players in China’s domestic chip industry, naming ChangXin Memory Technologies, Hua Hong, Huawei, Semiconductor Manufacturing International Corp (SMIC), and Yangtze Memory Technologies Corp as primary targets. By choking off access to the highly specialized machinery required for advanced node fabrication, the US aims to stall China’s progress toward semiconductor self-sufficiency, a core goal of Beijing’s technological strategy.
Perhaps the most consequential provision of the MATCH Act is its approach to international cooperation. The bill seeks to ensure that export controls apply uniformly across the US and its allied nations, creating a level playing field for toolmakers. However, it includes a strict enforcement mechanism: if allied countries fail to demonstrate sufficient progress in aligning their export controls within a 150-day deadline, the bill directs the Department of Commerce to implement the controls unilaterally. This provision places significant pressure on nations like the Netherlands and Japan, home to critical SME manufacturers like ASML and Tokyo Electron, to fall in line with Washington’s strategic objectives.
Representative John Moolenaar (R-Mich.), chairman of the Select Committee on China and an original cosponsor of the bill, emphasized the legislation’s strategic necessity. “Semiconductor manufacturing equipment is a crucial advantage we have against China’s military and technological ambitions,” Moolenaar noted. “There is an urgent need to pass this bipartisan legislation and protect our advantage in chip making.”
The introduction of the MATCH Act underscores a growing consensus in Washington that merely restricting the flow of finished AI chips is insufficient to maintain a technological edge. By targeting the manufacturing equipment itself, the US is attempting to degrade China’s capacity to build its own advanced silicon ecosystem, a move that will likely provoke a strong response from Beijing and further complicate the global semiconductor supply chain.
