The timing of the plan reflects the structural transformation underway in China’s automotive industry. China is now the world’s largest vehicle producer, seller, and exporter by volume, and having achieved that scale, Beijing is focused on converting manufacturing dominance into standard-setting authority, a strategy that mirrors its earlier success in establishing domestic technical standards for 5G telecommunications.

AI in Vehicles: Testing, Security, and End-to-End Systems
The most technically significant elements of the MIIT work plan concern the integration of artificial intelligence in vehicles. The ministry identified three priority areas: developing testing and security requirements for AI models used in automated driving systems; establishing standards for large automotive models; and creating guidelines for end-to-end AI systems that manage the full perception-to-action pipeline in autonomous vehicles. The plan also calls for accelerating the development of standards for automotive chips, covering reliability, functional safety, cybersecurity, and information security. This is a direct response to the vulnerability exposed by the global chip shortage of 2021-2022 and the subsequent US export controls, which highlighted the risks of dependence on foreign semiconductor suppliers for safety-critical vehicle components. By establishing domestic chip standards, MIIT creates a framework that favors suppliers who can meet Chinese-defined technical requirements, effectively giving domestic chipmakers a structural advantage in the world’s largest automotive market.
Battery Safety, Solid-State Technology, and Charging Infrastructure
Beyond AI and chips, the 2026 work plan addresses the full spectrum of EV-related standards. Battery safety remains a top priority, with the ministry pledging to accelerate implementation of standards covering accident prevention, thermal management, and end-of-life recycling. The plan also advances technical requirements for charging compatibility, aiming to reduce the fragmentation that currently complicates cross-brand charging in China’s domestic market.
Solid-state batteries receive specific attention in the blueprint, reflecting the industry’s expectation that this technology will begin commercial deployment in premium vehicles during the 2026-2030 period. By establishing standards for solid-state battery systems now, MIIT is positioning China to shape the technical architecture of the next generation of EV energy storage — a market that analysts project will be worth hundreds of billions of dollars globally by 2030.

International Engagement and the Standards Diplomacy Agenda
The MIIT work plan explicitly targets international standards bodies, directing Chinese industry to deepen participation in United Nations automotive regulations covering autonomous driving, EV safety, and battery durability. The ministry also plans to support the establishment of an international automotive science and technology organization that would provide a new multilateral forum for standards development, one in which China would play a founding and leadership role.
This international dimension of the standards strategy is significant. For foreign automakers, the MIIT blueprint presents a dual challenge. On one hand, compliance with new Chinese standards for AI systems and automotive chips will require engineering investment and supply chain adjustments. On the other hand, companies that engage proactively with the standardization process, as Volkswagen and Toyota have done in previous Chinese regulatory cycles, may gain early visibility into the technical direction of the world’s largest automotive market and position themselves to meet the new requirements ahead of competitors.
