When the editor-in-chief of Nature, the world’s oldest and most cited scientific journal, chooses to comment on a country’s five-year development plan, it is worth paying attention. This week, Magdalena Skipper, who has led Nature since 2018 and was the first woman to hold the position, gave China’s 15th Five-Year Plan a substantive endorsement, telling Xinhua that the plan’s science and technology components contain “really important ingredients” and set out “good ambitions” with credible means of achieving them.
The interview, published on April 2, comes at a moment when China’s scientific standing is the subject of intense international debate. The country has invested heavily in research and development over the past two decades, and the results are visible in the data: Skipper noted that China is now the world’s leading producer of research publications across disciplines and that the quality of that output, as measured by publication in top-tier journals, has improved dramatically. In the early 2000s, she recalled, papers from China-based authors appeared in Nature perhaps once or twice a year. In 2025, there were over 200.
The 15th Five-Year Plan, adopted at China’s National People’s Congress in March, sets several specific targets for scientific development. The most concrete is a commitment to increasing nationwide research and development spending by an average of at least 7% annually over the plan period, a target that, if met, would sustain China’s position as one of the world’s largest investors in R&D and widen the gap with countries whose science budgets are growing more slowly.
Skipper identified three aspects of the plan as particularly noteworthy. The first is the financial commitment itself, which she described as “an important signal for the research community that the government understands that science needs financial support”. The second is the plan’s recognition that the most important scientific breakthroughs increasingly come from the intersection of disciplines, a multidisciplinary approach that she described as “insightful and forward-looking”. The third is the emphasis on fundamental research, which she noted has a long history of generating transformational applications even when its immediate practical value is not obvious.
On artificial intelligence specifically, the plan introduces what it calls an “AI+ action plan”, a framework designed to move beyond treating AI as a discrete technology sector and instead embed it as a capability across all industries and government functions. This represents a significant evolution in China’s AI policy, shifting from a focus on building AI companies to a focus on AI-enabled transformation of the broader economy. The approach has parallels with how China previously deployed internet and mobile technology: first building the infrastructure and the platforms, then driving adoption across sectors.
The plan also includes a proposal that will attract attention in international policy circles: a call to establish a World Artificial Intelligence Cooperation Organization. The proposal reflects Beijing’s ambition to play a central role in shaping global AI governance, positioning China as a constructive multilateral actor rather than a unilateral technology power. Skipper commented on this dimension, noting that the world needs “a global framework” for AI that balances risk management with innovation, though she acknowledged that reaching international agreement on what such a framework should look like remains a long way off.
For international observers, the Nature editor’s assessment provides a useful independent data point on China’s scientific trajectory. Skipper has no political stake in China’s success and every professional incentive to be rigorous in her assessment. Her conclusion, that the 15th Five-Year Plan is serious, well-designed, and backed by genuine institutional commitment, is a more credible endorsement than anything that could come from Chinese state media alone.
