While the company has been aggressively rolling out these features globally, including Siri upgrades, writing tools, and image-generation capabilities, its availability in China has been stymied by stringent local regulations on generative AI and data security. The Regulatory Hurdle

The Cyberspace Administration of China (CAC) maintains a list of approved generative AI services, and any model that wishes to operate in China must first pass this vetting process.
Furthermore, the government mandates that data generated by Chinese users must be stored locally, within China’s borders. This data localization requirement poses a significant challenge for Apple Intelligence, which relies heavily on cloud-based processing and integration with global models like OpenAI’s ChatGPT. To comply with Chinese law, Apple would need to either develop a localized version of its AI infrastructure, a massive and expensive undertaking, or partner with a domestic provider that has already cleared the regulatory hurdles.
Apple has faced similar challenges in the past. The company stores Chinese users’ iCloud data on servers operated by a state-owned enterprise, GCBD (Guizhou-Cloud Big Data), a compromise that drew criticism from privacy advocates but allowed Apple to maintain its market presence. A similar arrangement for AI services is not out of the question.
The Third-Party Solution
The most viable solution, according to industry analysts, is for Apple to allow Chinese users to select third-party AI models to power the system-level AI features in iOS 27. This approach would mirror Apple’s strategy with search engines, where users can choose between Google, Bing, or regional options like Baidu.
By opening the ecosystem, Apple could partner with leading Chinese AI developers, such as Baidu (Ernie Bot), Alibaba (Qwen), Moonshot AI (Kimi), or Zhipu AI (GLM). These domestic models have already cleared the regulatory hurdles and are optimized for the Chinese language and cultural context. They also have established track records with Chinese consumers, which could ease the transition.

Competitive Pressure
The pressure on Apple to deliver a compelling AI experience in China is immense. If Apple fails to offer comparable capabilities in iOS 27, it risks losing further ground in the highly competitive Chinese smartphone market. Apple’s market share in China has already been under pressure from the resurgence of Huawei following the release of its Mate 60 Pro, and the lack of native AI features could become a decisive factor for consumers considering an upgrade.
