Peking University’s MedSeek, described as China’s first large language model specifically dedicated to medical education, took center stage at the 2026 World Digital Education Conference (WDEC) in Hangzhou this week. The conference, themed “AI+Education: Transformation, Development, Governance,” ran from May 11 to 13 and was opened by Chinese Vice President Han Zheng and Minister of Education Huai Jinpeng.
MedSeek was the only medical education model featured during the conference’s Global Digital Education Achievements Exhibition, a distinction that positions it as the flagship example of AI’s application in healthcare training within China’s national education system. The model was announced by Peking University on May 15.
What MedSeek Does
MedSeek is designed as an integrated ecosystem rather than a standalone model. Its architecture combines a large language model with a structured knowledge base and a suite of smart agents, offering what PKU describes as a complete “LLM + Knowledge Base + Smart Agents” platform for medical education use cases. The system supports multimodal dialogues, meaning it can process and respond to text, images, and clinical data, and is built to serve the specific needs of medical students, educators, and healthcare training programs.
The model has already been deployed on China’s national smart education platforms, giving it reach across the country’s university and professional training infrastructure. It has also been showcased on international stages, including the Dubai World Health Expo, where PKU has used it as what the university describes as a “digital calling card” for Chinese medical education, a demonstration of China’s capacity to develop specialized AI for global health training.
The WDEC Context
The 2026 World Digital Education Conference was a high-profile event. Chinese Vice President Han Zheng attended the opening ceremony and called for a “people-centered approach” to AI in education, emphasizing the need to cultivate learners who can “harness AI” and “lead future development.” Minister of Education Huai Jinpeng delivered a keynote titled “Transforming and Advancing Education in the Age of Intelligence,” citing President Xi Jinping’s remarks on the need to “robustly promote integration of artificial intelligence in education.”
The conference produced the Hangzhou Initiative, a multilateral declaration calling on the international community to “foster a global ecosystem for AI applications in education” and to accelerate implementation of the UN Global Digital Compact. The initiative reflects China’s ambition to position itself as a global leader in AI-enabled education governance, a role that requires not just policy frameworks but demonstrable technological achievements. Medical AI as a Strategic Priority
China’s push into medical AI has been a consistent theme across both its technology and healthcare policy agendas. But MedSeek represents a different layer of the stack: not clinical AI for diagnosis or treatment, but educational AI for training the next generation of healthcare professionals.
The distinction matters. Clinical AI tools face significant regulatory hurdles and liability questions in China, as elsewhere. The Broader AI-in-Education Push
MedSeek’s debut at WDEC 2026 is part of a broader acceleration in China’s AI-in-education agenda. The 15th Five-Year Plan, which covers 2026 to 2030, explicitly calls for the integration of AI into education at all levels, and the Ministry of Education has been rolling out a series of initiatives to support that goal. China launched a national AI education action plan in 2025.
The WDEC Hangzhou Initiative’s call for international cooperation on AI in education also signals that China intends to export its model, both the technology and the governance framework, to other countries, particularly in the Global South. MedSeek’s appearance at the Dubai World Health Expo suggests that PKU is already pursuing that international dimension, using medical education AI as a soft-power instrument in regions where China is expanding its healthcare and educational partnerships.
